Receive comments from the public regarding the proposed Community Development Block Grant Entitlement Budget for Fiscal Year 2026-2027.

Receive comments from the public and consider First Reading of an ordinance to rezone three (3) parcels of land of a combined size of approximately 1.28 acres from General Commercial (GC) to Central Business District (CBD). The properties are located at 100 East Liberty Street, 108 East Liberty Street, and 11 South Harvin Street, and are identified by Tax Map Numbers 249-16-01-001, 249-16-01-002, and 249-16-01-011.

Receive comments from the public and consider First Reading of an ordinance to rezone approximately 31.34 acres of land from Residential-6 (R-6) to Residential-9 (R-9). The property is located at 685 Deschamps Road and is identified by Tax Map Number 184-00-01-001.

Receive comments from the public and consider First Reading of an ordinance to rezone an approximate 5.10-acre parcel of land from Agricultural Conservation (AC) to General Commercial (GC). The property is located at 20 Pack Road and is identified by Tax Map Number 225-00-03-013 (part).

Consider appointments due to expire December 31, 2025, and other vacancies.

Consider First Reading of an ordinance to amend Article 3, Exhibit 3-5; Article 5.b.1.i.; Article 5.b.2.; Article 5.b.3., and Article 10.b.1. to modify the zoning districts in which special event facilities can be established, to require special exception approval for zoning districts where special event facilities can be established, to establish more robust use-specific criteria for special design facilities, and to modify the definition of special event facility. 

Consider Resolution Number 1013 authorizing a contract for Professional Services for the US 15 South Pump Station Project. 

Consider Resolution Number 1014 authorizing a contract for the Sister Wimberly Playground at Swan Lake - Site Work Project. 

Consider Resolution Number 1015 authorizing a contract for the Sister Wimberly Playground at Swan Lake - Playground Equipment Project. 

Consider Resolution Number 1016 authorizing a contract for the Swan Lake Northside Entrance Renovation Project.

Receive comments from Councilmembers concerning matters of interest to the Council and the City of Sumter. 

  

Receive comments and/or reports from the City Manager. 

Citizens of the City desiring to speak must notify the City Clerk prior to the beginning of the meeting by completing the sign-in sheet located at the entrance to the Council Chambers. Comments are limited to no more than three (3) minutes. 

To discuss contractual matters and appointments to Boards and Commissions, and/or to receive legal advice relating to matters covered by attorney-client privilege, if necessary, in accordance with Section 30-4-70 of the South Carolina Code of Laws.
